These chords are an arrangement, not part of the tune: they are chosen by rule from the melody, giving each bar whichever of the three chords of the key holds most of its notes. Compared with the chord symbols printed in Paul Hardy’s Songs Tunebook, the rule puts the same chord on 8 of the 9 bars and half bars the two share. A fuller arrangement would use more chords than three.

About the tune

Robert Burns sent the words to the Scots Musical Museum in 1788, describing them as an old song he had taken down from an old man’s singing. The melody now sung was paired with them in 1799; it is a Scottish dance tune, and it is sung at midnight on New Year’s Eve across the English-speaking world.
